Description

The major work consists of upgrading the City of Firebaugh’s Wastewater Treatment Plant to an extended

aeration activated sludge plant. Project will construct an aerated lagoon reactor by installing a floating

chain aeration system in the existing polishing ponds. The floating chain aeration system will consist of

aeration chains with diffuser assemblies. Project will also include the installation of blower for further

aeration, two (2) secondary clarifiers, a return activated sludge/waste activated sludge pumping station,

sludge dewatering system and storage pad, and constructing effluent storage ponds.

The time for completion is three hundred sixty (360) working days.

Location

The City’s WWTP is located approximately 0.3 miles southeast of the intersection of N Helm Canal Road and Birch Drive. Access: 1. Access to the plant is available through N Helm Canal Road.

Mandatory pre-bid meeting at 10:00 a.m., October 28, 2025,

at Firebaugh City Hall, located at Firebaugh City Hall, located at 1133 “P” Street, Firebaugh, CA 93622.

This meeting is to inform bidders of project requirements and subcontractors of subcontracting and

material supply opportunities.

Requirements

This project is subject to the “American Iron and Steel” (AIS) requirement established under the Consolidated Appropriations Act of 2014. The City of Firebaugh has not established a Disadvantaged Business Enterprise (DBE) goal for this project. However, the successful Bidder on this work must demonstrate compliance with the Clean Water State Revolving Fund (CWSRF) and Drinking Water State Revolving Fund (DWSRF) Programs DBE Requirements to be deemed a responsible bidder. The requirements for bidders and contractors covered by this policy are explained in the Disadvantaged Business Enterprise Guidelines Clean Water and Drinking Water State Revolving Fund Programs.
