Description
Scope:
Comprehensive modernization of the campus including: seismic upgrade and complete rehabilitation of a two-story concrete classroom building with the addition of a new modular elevator and exterior walkway system; addition to a one-story classroom building, HVAC upgrades and limited replacement of finishes and equipment: HVAC upgrades to a one-story multipurpose building and limited replacement of finishes; replacement of a TK/K play area including shade structure and play equipment; demolition of modular buildings; creation of outdoor education areas; construction of other play areas; new campus-wide fire alarm, intrusion detection system; and access control system; and other Work indicated in the Contract Documents.
 
This project will be a PHASED CONSTRUCTION to accommodate school operations. Bidders are directed to review the Phasing scope and schedule included in the contract documents. The Contract Time shall be seven hundred thirty (730) calendar days with substantial completion dates for each of the project phases, and liquidated damages for delay in delivery of both phased delivery and final delivery. In no event shall substantial completion of the entire project extend beyond July 15, 2027.
 
Engineer’s Estimate: $20,500,000
 
Schedule (see page 2 spec section 01 10 00, 1.5 Phase Construction:
  1. Construct the Work in phases, with each phase substantially complete as indicated on Drawings and below.
  2. Phase 1A: Teacher’s Lounge and HVAC upgrades to Bldg. A & Bldg. C.
  3. Commencement of Construction: May 2025.
  4. Substantial Completion: August 2025.
  5. Phase 1B: Building D and TK/K Play Area.
  6. Commencement of Construction: June 2025.
  7. Substantial Completion: August 2026.
  8. Phase 2A: Bldg. A Administration Alteration.
  9. Commencement of Construction: June 2026.
  10. Substantial Completion: August 2026.
  11. Phase 2B: Demolition of Portables, Bldg. A Addition and Outdoor Learning Area.
  12. Commencement of Construction: May 2026.
  13. Substantial Completion: August 2027.
  14. Phase 3A: Bldg. C Flooring & Lighting and Playground Expansion.
  15. Commencement of Construction: June 2027.
  16. Substantial Completion: August 2027.
  17. Phase 3B: Perform the remaining Work. The remaining Work shall be substantially complete at time of Substantial Completion of the Work.
 
Optional (for Subcontractors) Pre-Bid Site Visit:
  • Will be held on May 15, 2025 at 3:30 p.m., at: Front entrance of the Cox Academy site located at 9860 Sunnyside Street, Oakland, CA 94603.
 
Pre-Qualification:
Education for Change Public Schools (“EFC”) has determined that certain contractors must be prequalified prior to submitting a bid or proposal for the Contract.
It is mandatory that all contractors who intend to submit a bid or proposal for this Project fully complete EFC’s prequalification questionnaire, provide all materials requested therein, and be approved by EFC to be on the final prequalified contractors list. This prequalification requirement applies to the following contractors:
  • All electrical, mechanical, or plumbing contractors with C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43, and/or C-46 license(s) that intend to bid as a first-tier subcontractor to the Prime contractor that is bidding directly to EFC.
Prequalification packages may be obtained through inquiry to marygrace@bluebprintfutures.org. All contractors shall submit completed questionnaires by 4pm on Friday, May 16, 2025 via email to marygrace@bluebprintfutures.org.
 
Local Hire / Local Business:
Education for Change Public School’s Facility Use Agreement with OUSD states that the project will make its best efforts to comply with District Administrative Regulation and Board Policy 7115 (‘Capital Program / Construction Related Local, Small Local and Small Local Resident Business Enterprise Program, and Board Policy’), shall adopt a local and hiring local small business participation program. Contractor shall demonstrate at least 25% local hiring/local business participation for all improvements under this Agreement.
 
Federal Prevailing Wage (Davis-Bacon): Contractor shall take all actions necessary to comply with the following requirements of the Federal Davis-Bacon Act, set forth herein per 29 Code of Federal Regulations section 5.5. In each case that the term “contractor” is stated within this Article 74, it shall mean the Contractor. In each case that the term “subcontractor” is stated within this Article 74, it shall mean any and all subcontractors to the Contractor, and each such subcontractor’s subcontractor, through all tiers. Notwithstanding the foregoing, in each case that the term “contractor or subcontractor” is stated within this Article 74, it shall mean the Contractor and any and all subcontractors to the Contractor, and each such subcontractor’s subcontractor, through all tiers. Further detail about this requirement can be found in the Supplementary General Conditions section of this document.
