DESIGN-ASSIST CONSTRUCTION OF DRY CREEK WASTEWATER TREATMENT PLANT EXPANSION PROJECT PACKAGES A and B
The Work to be performed under this Contract includes furnishing all labor, supervision,
materials, equipment, tools, temporary facilities, services, and incidentals necessary for the
design-assist and construction of Packages A and B of the Dry Creek Wastewater Treatment Plant
Expansion Project.
The following generally describes the major Project components and cost items. This description
is intended to identify the principal elements of the Work and is not intended to be an allinclusive
listing of the Contractor’s obligations. The Contractor shall include in the Guaranteed
Maximum Price (GMP) all costs necessary to complete the Work in accordance with the Contract
Documents, including incidental and ancillary work necessary to provide complete, integrated,
tested, commissioned, and fully operational systems.
• Mobilization, Demobilization, General Conditions, Bonds, Insurance, Permits, and
Project Administration – Include, for each package separately, all labor, equipment,
materials, temporary facilities, supervision, project administration, bonds, insurance, permits,
mobilization, demobilization, and other general requirements necessary to perform and
complete the Work for Packages A and B.
• Sheeting/Shoring/Bracing – Each Proposal submitted in response to this RFP shall contain,
as a separate cost item, adequate sheeting, shoring, and bracing, or equivalent method, for the
protection of life or limb in trenches and open excavation, exceeding five (5) feet, which shall
conform to applicable safety orders. See Attachment 14 for additional information.
• Storm Water Pollution Prevention Plan Implementation – The Contractor shall manage
stormwater associated with the Work in accordance with applicable State and local
requirements and the existing Dry Creek WWTP Storm Water Pollution Prevention Plan
(SWPPP) from mobilization through demobilization. The Contractor shall implement,
maintain, inspect, and document Best Management Practices (BMPs) applicable to its
construction activities and shall provide all labor, materials, equipment, and services
necessary to maintain compliance. The Contractor shall coordinate with the City regarding
modifications or additions to the existing SWPPP that may be required as a result of the
Work. Any revisions or amendments to the SWPPP requiring preparation by a Qualified
SWPPP Developer (QSD) shall be prepared by a qualified individual and submitted to the
City for review and acceptance, as applicable.
Package A – Aeration Basins 300 and 400 Rehabilitation
• A-1 – Civil, Sitework, and Existing Conditions – Includes miscellaneous demolition and
removals; site preparation; earthwork; excavation and backfill; exterior improvements;
paving and surface restoration; protection and restoration of existing facilities; and other
miscellaneous civil and sitework required for Package A.
• A-2 – Structural Rehabilitation and Improvements – Includes concrete rehabilitation and
repair; equipment pads and foundations; structural metals; platforms, supports, railings, and
miscellaneous metals; redwood baffle walls and other wood/composite components; coatings
and finishes associated with structural rehabilitation; and related demolition and
modifications.
• A-3 – Process-Mechanical Improvements – Includes rehabilitation, removal, modification,
and installation of process equipment and systems, including aerator mixers, IMLR pumps,
aeration piping, control valves, airflow meters, process piping and interconnections, gates,
effluent troughs, piping supports, and associated mechanical equipment and appurtenances
necessary to provide complete and operational process systems.
• A-4 – Electrical Improvements – Includes demolition not otherwise included under Item A-
1, including power distribution, motor control equipment, VFDs, panels, conduit, conductors,
grounding, equipment connections, and other electrical equipment and appurtenances
necessary to support the Package A improvements.
• A-5 – Instrumentation and Controls (I&C) Improvements – Includes demolition not
otherwise included under Item A-1, modification, and installation of instrumentation and
control systems, including field instrumentation, control panels, communications, control
wiring, PLC and SCADA modifications, programming, system integration, and associated
equipment and appurtenances necessary to provide complete and operational control systems.
• A-6 – Startup, Commissioning, Training, Asset Management, and Closeout – Includes
package-wide startup, testing, commissioning, and performance verification; manufacturer
services; operator training; asset management information; O&M manuals; warranties;
required spare parts and special tools; record documentation; punch-list completion; final
testing and inspections; and other closeout activities necessary for acceptance and turnover of
Package A.
• A-7 – All Other Work – Includes Package A Work that is common to the overall Package or
is not specifically described or reasonably attributable to Items A-1 through A-6, including,
but not limited to, temporary work, miscellaneous modifications, protection and restoration of
existing facilities, coordination requirements, and other incidental or ancillary Work
necessary for the complete construction of Package A. Work that can reasonably be attributed
to another Package A cost item shall be included under that item.
Package B – Aeration Basins 500 through 800 and Related Improvements
Package B is organized into the Project Elements identified below. Each Project Element shall
include all labor, supervision, materials, equipment, tools, services, and incidentals necessary to
provide a complete and operational system, including all associated demolition, civil, structural,
process-mechanical, piping, electrical, instrumentation and controls (I&C), programming,
integration, testing, startup, commissioning, training, asset management, documentation, and
closeout requirements applicable to that Project Element. The description of each Project Element
is intended to identify the major components of the Work and is not all-inclusive. Each Project
Element shall also include all associated and ancillary Work necessary for its complete
construction and operation, whether or not specifically identified in the description below.
• B-1 – Aeration Blower Improvements – Includes demolition and removal of existing
aeration blowers and associated equipment; installation of new aeration blowers;
modifications to existing blower pads and the Blower and Electrical Building; new and
modified aeration piping, valves, supports, and appurtenances; electrical system and MCC
improvements; instrumentation and controls; and associated improvements necessary to
provide a complete and operational aeration blower system. Includes sequencing, startup,
testing, commissioning, training, asset management, and closeout associated with the
improvements.
• B-2 – Aeration Basins 500, 600, 700, and 800 Improvements – Includes modifications and
improvements to Aeration Basins 500 through 800, including baffle wall improvements,
anoxic zone mixing, aeration diffuser grid improvements, effluent weir improvements, and
associated basin modifications. Includes all associated demolition, structural, processmechanical,
piping, electrical, I&C, programming, integration, startup, testing,
commissioning, training, asset management, and closeout necessary to provide complete and
operational basin systems.
• B-3 – RAS Chlorination System (Mandatory Allowance Item) – Includes construction of a
new return activated sludge (RAS) chlorination system, including chemical feed equipment;
piping, valves, and tie-ins to existing facilities; equipment supports; electrical power;
instrumentation and controls; programming; and associated improvements necessary to
provide a complete and operational RAS chlorination system. Includes required shutdowns
and coordination for connections to existing RAS piping, as well as startup, testing,
commissioning, training, asset management, and closeout.
• B-4 – Hydrocyclone System (Mandatory Allowance Item) – Includes construction and
installation of the new hydrocyclone system and associated facilities, including
hydrocyclones; feed, underflow, and overflow pumps; break tanks; process piping, valves,
and tie-ins; concrete slab, platform, and structural improvements; electrical power and VFDs;
ductbanks; instrumentation and controls; programming; and associated site improvements.
Includes startup, testing, commissioning, training, asset management, and closeout necessary
to provide a complete and operational hydrocyclone system.
• B-5 – External Carbon Feed Improvements (Mandatory Allowance Item) – Includes
installation of additional external carbon feed pumping, including chemical metering pumps;
modifications and connections to the existing carbon storage and feed systems; chemical
piping, valves, supports, and appurtenances; electrical power; instrumentation and controls;
programming; and associated modifications. Includes startup, testing, commissioning,
training, asset management, and closeout necessary to provide a complete and operational
external carbon feed system.
