Description

In general, the Work includes demolition of existing improvements and disposal of debris, grading and drainage; raised wood planters; concrete paving and curbs;
erosion control; fencing; mural wall; site amenities; modification to and repair of existing irrigation system at site and installation of new mainline and valves; and all other work, items or
details reasonably inferred that are required by the drawings, standard specifications, technical specifications, and the Special Provisions.

Labor Requirements:
This is a State and Federal prevailing wage project consistent with Davis-Bacon requirements. The HUD Form 4010 (see Appendix A-6), Labor Federal Standards Provisions (see Section 00520), and Federal Wage Decision apply to the work of this project.
 
 
25% Local Hire Goal- A minimum goal of 25% local resident employment is established for this project. Qualifying local
residents shall reside in the cities of Richmond or San Pablo, or in the adjoining unincorporated areas of Contra Costa County
 
Local M/W/DBE certified/licensed contractors are encouraged to submit bids.

PRE-BID CONFERENCE: A mandatory pre-bid conference will be held on Tuesday, February 3, 2026 at 10:00 a.m. at the project site located at 17th Street and the Richmond Greenway, Richmond, CA 94804 (the Richmond Greenway is parallel to and immediately north of Ohio
Avenue.) The architect, Contra Costa County, and Urban Tilth staff will be available to answer questions relating to this bid invitation, the bid documents, and the project scope of work.

Requirements
Local M/W/DBE certified/licensed contractors are encouraged to submit bids. SECTION 3 REQUIREMENTS: The work performed on the project is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701. Section 3 requires that to the greatest extent feasible, opportunities for training and employment be given to lower income residents of the project area, and agreements for work in connection with the project be awarded to business concerns, which are located in, or owned in substantial part by persons residing in, the area of the project. See Section 00520 and Appendices 5, 6 & 7 for additional information.
