Project Overview
 
Overaa Construction is Construction Manager/General contractor (CM/GC) for Lawrence Berkeley National Lab (LBNL) for this project which consists of replacing Building 54 which currently houses their cafeteria. The intent of this project is to prepare the site for the construction of a new facility that will take the place of Building 54. Due to multiple funding sources between LBNL and the Department of Energy for this project all bidders will need to identify and provide in their proposals each scope of work and the corresponding cost between the (2) funding sources. The scope for this project is shown in (2) sets of drawings that are titled 1.Transit Hub & Utilities Project (THUP) and 2.New Facility Prep (SSM A).

The doors, frames, and hardware have been contracted. The pricing request is only for the installation only. Please find the trade package for your review and please fill out and return.
 
We kindly request your final proposal by July 18, 2025 by 2:00 PM, as we anticipate issuing a subcontract agreement in late July or early August.
 
Please note that this is a prevailing wage project, and certified payroll reporting will be required in accordance with applicable labor regulations.

REQUALIFICATION – All bidding subcontractors and suppliers on this project are subject to prequalification. WORK REQUIREMENTS – On-site personnel are subject to LBNL badging process requirements. TRADE PACKAGES – Trade packages for specific trades have been included and bids will be accepted based on these packages. SUBCONTRACT – A project specific sample subcontract which differs from the Overaa Standard Subcontract Agreement is included. By submitting a bid, bidders agree to all terms and conditions of Overaa’s Subcontract Agreement; requesting any changes is grounds for bid to be determined non-responsive at Overaa’s sole discretion. SMALL BUSINESS PLAN – A small Business Subcontracting Plan applies to this project. Subcontracting Goals include the following terms, abbreviations, or acronyms are used throughout this Plan and participation goals: ANC – Alaska Native Corporation HUBZone – Historically Underutilized Business Zone Small Business. 3% participation goal. SB – Small Business concern. (ALL SMALL BUSINESS CONCERNS) 50% participation goal.
