Description

Construction services for the purpose of furnishing all materials, labor, and equipment necessary to construct the Secure Weapons
Integration Center (SWIC) and Western Utility Corridor Expansion (WUC) at Sandia National Laboratories (SNL) located in
Livermore, California.

Base Scope of Work: High bay and adjoining supporting wing
SWIC shall be a one-story building of approximately 6,000 gross square feet that consists of one (1) large, open high-bay section of about 4,000sf with secured boundary constructed to current ICD/ICS 705 and Tempest/R-foil requirements, an adjoining wing of roughly 2,000sf designed to current ICD/ICS 705 and Tempest/R-foil requirements. Site improvements include a receiving yard, security fencing surrounding the facility. Access roadway/pathways and security gates.
The high-bay wing offers a 60ft-wide by 60ft-long open floor plan, approximately 34ft high-volume ceiling, an overhead bridge crane, uniform thickened concrete slab designed to support heavy machinery, electrical, mechanical, and plumbing infrastructure distributed along the building perimeters to enable maximum flexibility for future lab outfitting. The high-bay space shall include a large open assembly and electrical testing floor area, and two separate bonded storage areas. ESD flooring covering the entire high bay area. Secure vault doors with a 11’ wide and 11’ high opening will be included for package delivery from the storage yard. Secure perimeter walls shall be STC-50 rated and tested assembles.
Adjoining the high-bay lab space is the low-bay wing providing program and high bay support, an entry vestibule, security room, restrooms, janitorial closet, an intermediate communication distribution room (IDR), mechanical equipment room, and electrical equipment room. The Subcontractor shall complete all work in accordance with the subcontract construction drawings, specifications, ICD/ICS 705 and Tempest requirements.

Western Utility Corridor Expansion – The west side utility expansion project will include adding a new utility corridor to the western half of the SNL/CA campus. The new utility corridor will comprise potable water, sewer, storm, power, and communication lines. In total, the new utility corridor shall be approximately 3,500 linear feet in length, include new sectionalizing switches, and provide further redundancy to the site’s west side structures and programs.
The scope of this project shall include all work necessary for the construction of a west side utility corridor and its adjoining infrastructure. The final installation shall be compliant with the subcontract construction drawings and specifications.

Period of Performance shall begin on April 30, 2026 and end on February 26, 2028.
The SWIC construction completion date shall be on or before January 30, 2028.
The WUC construction completion date shall be on or before September 30, 2027.

NTESS will conduct a MANDATORY pre-bid conference at Sandia National Laboratories, Livermore, CA on March 12,
2026, from 9:00AM PST – 11:30AM PST to perform a facility walk-through and answer Offeror questions concerning this
solicitation. The conference schedule will be provided to Offerors no later than close of business March 3, 2026. Offerors shall
report to SNL/CA Visitors Badge Office, 7011 East Avenue, Livermore, CA 94550
