PLEASANT GROVE WASTEWATER TREATMENT PLANT EXPANSION PROJECT:
The Work includes but is not limited to construction of four new primary clarifiers with odor control facilities and an electrical building, a solids thickening building, sludge pumping systems, two anaerobic
digesters and a digester control building, a waste gas burner, two boilers, conversion of two waste activated sludge holding tanks to a centrate storage and digested sludge holding tank, a centrate wet well and
associated pump system and all other miscellaneous improvements in support of the Project, including asset management, start up and testing to provide a complete and operational system as specified and shown
within these Contract Documents.
Trades include, but are not limited to; concrete, cast-in-place concrete, concrete finishing, rebar, grouting, masonry, metal fastening, structural metal framing, metal fabrications, aluminum handrails, FRP grating and members, thermal insulation, joint sealants, flashing and sheet metal, FRP doors and frames, OC doors, hardware, glazing, louvers, gypsum wallboard, resilient flooring, painting and coatings, ceramic tiles, signs, toilet accessories and compartments, lockers, FRP effluent weirs and launders, prefabricated aluminum flat covers, fire suppression, plumbing, HVAC, integrated automation, electrical, video surveillance and fire alarm, earthwork, paving, fences and gates, utilities, process interconnections including: valves, stop gates, piping, switches, gages, rotameters, cranes, misc. process/pollution/water and wastewater equipment including: pumps, burners, tanks, blowers, biofilters, grinders, clarifier and thickening equipment.
The contract time is 940 calendar days, with the Notice to Proceed projected to be issued in the fall of 2019.
A Mandatory Pre-Proposal Meeting and Site Walk to discuss the Project will be held at 9:30 a.m., local
time, June 12, 2019 at the PGWWTP, 5051 Westpark Dr, Roseville, CA 95747. Attendance (in-person) is
mandatory and tardiness will disqualify a Proposer from the Bid Proposal process. Virtual/or conference
call-in shall not qualify as attendance. At this meeting, representatives of the City and its consultants will
review elements of the Contract Documents, proposal submission requirements, site constraints, order of
work and other items specific to this Project. A Project Site walk-through will follow shortly after the Pre-
Proposal Meeting. A sign-in sheet will be available up until commencement of the pre-proposal meeting
only. Attendance at the entire Pre-Proposal Meeting and Project Site Walk is mandatory for each Proposer.
The meeting and Project Site walk is anticipated to last 2 to 3 hours.
Disadvantaged Business Enterprise (DBE) participation is encouraged on this the Project
An electronic copy of the Contract Documents and Supplemental Information for this Project will be
posted on the City of Roseville’s Public Purchase website at: https://www.publicpurchase.com/
It is up to each Pre-Qualified General Contractor to furnish Contract Documents and related supplemental
information to the subcontractors and suppliers (collectively sub-tier bidders) it solicits for sub-bids. The
City will not maintain a plan holders list of any kind.
Addenda, if any, will be posed to Public Purchase. It is up to each Proposer to confirm Addenda are received
by the subcontractors and suppliers (collectively sub-tier bidders) it solicits for sub-bids. The City will not
furnish Addenda to any sub-tier entities.
Questions during the Contractor Request for Bid Proposals (RFBP) process should be submitted
electronically through the Public Purchase website (https://www.publicpurchase.com/) for the Project.
