Work includes two project sites in El Sobrante in Contra Costa County

1)At the Sobrante Water Treatment Plant (WTP) install a new 12kV electrical service; install new power building with switchgear and transformers; furnish and install electrical equipment, conduits, connections, associated site improvements, and related required work.

2)At the Maloney Pumping Plant (PP) site install a new 12kV electric service; install new power building with switchgear and transformers, furnish and install 2,000kW generator and above ground diesel fuel tank; furnish and install Maloney PP's four 15MGD, 500HP vertical turbine pump and motor units, mechanical piping, electrical equipment and controls; furnish and install three 1.5MGD, 75HP motors on existing pumps at the Greenridge PP, and electrical equipment and controls, La Honda rate control valve (District furnished) and controls; and additional demolition, civil, architectural, structural, mechanical, electrical, instrumentation, control, associated site improvements and related required work.

Trades include, but are not limited to; demo, saw-cutting, hazardous material handling, grading, excavation, fill, concrete, shotcrete, rebar, waterproofing, roofing, painting, industrial coatings, structural steel, bolting, mechanical, electrical, HVAC, pipeline, plumbing, fire protection, crane equipment, handrails, guardrails, ladders, gratings and railings, doors and windows, fencing, trucking, hydroseeding, landscaping, paving, and other required work and trades.

Subcontractor performing electrical work for this contract is required to be a District pre-qualified electrical subcontractor.

Tuesday, April 9, 2019 at 9 a.m., and Thursday, April 11, 2019 at 9am

The District will conduct a pre-bid project overview presentation to familiarize prospective bidders with the project requirements and bid documents. The pre-bid project overview presentation will be conducted on Wednesday, April 3, 2019, at 9 a.m. Prospective bidders shall assemble in the Large Training Room on the Second Floor of the District's Administration Building, 375 11th Street, Oakland. The overview presentation will last approximately 1 hour. Following the overview presentation, the District will release any presented materials (such as PDF's of slides presented) on the project website.

The District will conduct two pre-bid jobsite inspection tours to familiarize prospective bidders with the project site and conditions. The inspection will be conducted on Tuesday, April 9, 2019 at 9 a.m., and Thursday, April 11, 2019 at 9am. Bidders/bid walk attendees (Attendees) shall assemble at the Sobrante Water Treatment Plant, located at 5500 Amend Road, El Sobrante. After touring the Sobrante facility, Attendees will travel by car to the nearby Maloney facility, located at 5211 La Honda Road, El Sobrante. These are the only times that the project sites will be open for inspection. Each inspection will last approximately 2 hours. No photography by the Attendees will be allowed. The District will take photographs, as requested by the Attendees, restricted to the work zone. The District will release photographs to Attendees after the bid walks, pending review by the District. All Attendees are required to have a photo ID and sign a confidentiality agreement not to share, sell, or publish photos. The Prime Contractor and its subcontractors are strongly encouraged to attend the jobsite inspection where a "sign-in" sheet will be provided. Requirements of the District's Contract Equity Program including the Local Hire component will be discussed and explained at the jobsite inspection.
