Description

The Project work covered by the AWPF Expansion Project includes equipment
procurement, installation, construction, testing and startup of new process
equipment to expand the AWPF’s current 5 million-gallon-per-day (mgd) capacity to
a peak capacity of 7.6 mgd. The work includes the following major components,
including but not limited to:
1. Construction of an additional pump at the Source Water Pump Station.
2. Construction of additional liquid oxygen and ozone system equipment.
3. Construction of new ozone autostrainers.
4. Construction of new MF autostrainers.
5. Construction of an additional membrane filtration (MF) unit, and associated
equipment.
6. Construction of RO Cartridge Filters.
7. Construction of an additional reverse osmosis (RO) unit and associated
equipment.
8. Construction of additional ultraviolet light advanced oxidation process (UVAOP)
equipment.
9. Construction of a new post-treatment Decarbonator.
10. Construction of a new stabilization chemical equipment.
11. Construction of additional pump at the Product Water Pump Station.
12. Construction of additional pump at the Waste Equalization Pump Station.
13. Construction of associated piping, valves and accessories for the new
equipment associated with the AWPF Expansion.
14. Construction of heating ventilation and air conditioning (HVAC) modifications
in the Ozone and Membrane Building.
15. Construction of associated 480-volt motor control centers, variable frequency
drives, 120-volt panels and wiring, conduit and associated equipment and
controls to power the new equipment associated with the AWPF Expansion.
16. Instrumentation, controls, remote input and output, and SCADA programming
for the AWPF Expansion project, including incorporating the new equipment
into the existing AWPF SCADA Controls and historian system.
17. Facility startup, testing and training.
18. Construction of all other associated demolition, site work, utilities, yard piping,
electrical work, painting.

Trades include, but are not limited to; demo, earthwork, asphalt paving, concrete, concrete formwork, concrete joint and accessories, concrete curing, grouting, metal fabrications, painting and coatings, identifying devices, air compressors and receivers, HVAC, misc. municipal equipment, process piping and integration, process gas and liquid handling, purification and storage equipment, mechanical and electrical.

Duration: Six hundred, thirty (630) calendar days from the Notice to Proceed and shall achieve Final Acceptance within six hundred ninety (690) calendar days.

Disadvantaged Business Enterprises (DBE), Small, Minority and Women’s Business Enterprises participation is encouraged.

A mandatory Pre-Bid Conference, including site tour, will be held at M1W Regional Treatment Plant Conference Room A, 14811 Del Monte Blvd, Marina, CA 93933 on the following date(s) and time(s): Tuesday, May 9, 2023 at 10:00 a.m. Each and every Bidder and the Bidder’s proposed electrical subcontractor must attend the Pre-Bid Conference and site tour. Bids will not be accepted from any bidder who did not attend the Pre-Bid Conference and the site tour. Failure of the proposed electrical subcontractor to attend the Pre-Bid Conference may result in a finding that a Bid is nonresponsive.

Requirements
Since this Project is funded in whole or in part with Federal Funds, the work must also comply with the minimum rates for wages for laborers and mechanics as determined by the Secretary of Labor in accordance with the provisions of Davis-Bacon. As between the State and Federal rates, the higher of the two rates must be paid. Attention is directed to the Funding Requirements section of the Contract Documents. Disadvantaged Business Enterprises (DBE), Small, Minority and Women’s Business Enterprises participation is encouraged.

To the extent required by Section 20103.7 of the Public Contract Code, upon request from a contractor plan room service, M1W shall provide an electronic copy of the Contract Documents at no charge to the contractor plan room.
